Passport Specialist

Passport Specialist responsible for adjudicating requests for U.S. citizenship by applicants claiming citizenship by birth, acquisition, and/or derivative. Knowledgeable in laws concerning citizenship and Department of State regulations concerning the issuance of passports and other federal laws and regulations.

  • Ensures thorough application of federal laws when adjudicating and analyzing complex citizenship cases and routine applications for U.S. Passports. Laws include international country laws, federal regulations and laws; including citizenship laws, passport regulations, and procedural requirements to better adjudicate applicants’ entitlement to citizenship and to properly approve/disapprove applications.
  • Draft written decisions, specifically denial letters that include individual case facts based on complex rules and laws that are consistent with adjudicative standards set forth by Department of State and United States Citizenship and Immigration Services.
  • Meticulously reviews and analyzes applications and documents to detect fraud, properly document claim to citizenship, and to gather information necessary for interviewing applicants with complex cases or cases with discrepancies.
  • Effectively applies federal laws, state laws, and local laws when providing guidance to the traveling public, training/mentoring junior specialists, and working complex cases to properly adjudicate citizenship from foreign countries.
  • Reviews and determines sufficiency of citizenship and identity, administers oath and examines signatures, and identifies suspect and potentially counterfeit citizenship records.
  • Utilizes a variety of inter-agency databases to gather information, research, and verify accuracy and consistency of information provided by applicants; identify fraud and other holds that may exists, and update system data as needed.
  • Conducts background checks utilizing commercial databases to verifying identity, connect gaps in history reported, and to properly develop cases where there is a discrepancy in information or irregular patterns of information contained on application. Refers possible fraud cases to fraud managers for review.
  • Complete a series of ongoing, extensive, on-the-job training and classroom training for passport specialists; as well as, participates in inter-agency anti-fraud programs.
  • Professionally represents Agency and Department when communicating with all internal and external customers, and promotes and maintains good public relations.
  • Mentor and provide feedback to junior specialists; engaging them in using department guidelines to solving complex cases, applying laws to understand custody and citizenship cases, and teaching alternatives to making decisions within guidance and minimize suspense.
